About the Job

As Procurement Manager, you will lead sourcing strategy, supplier management, material planning coordination, and procurement governance across CRWS projects.

What You’ll Be Doing

You will work closely with Engineering, PMO, Manufacturing, and Executive Leadership to ensure materials, components, and subcontracted services are secured at the right cost, quality, and timeline, while aligning procurement sequencing with production flow and installation schedules.

This is not a transactional buying role. It is a senior operational procurement leadership position within a manufacturing and project execution environment.

Key responsibilities
  • Develop and implement sourcing strategies aligned with project and operational requirements

  • Lead commercial negotiations for high-value materials, equipment, and subcontracted services

  • Establish and manage long-term supplier partnerships and framework agreements

  • Support bid and proposal teams with pricing strategies and cost benchmarking

  • Collaborate with Project Managers to ensure procurement aligns with approved budgets and delivery milestones

  • Translate engineering Bills of Materials (BOMs) into procurement-ready planning structures

  • Analyze and restructure multi-level BOMs to identify long-lead items, critical path components, fabrication versus purchased items, and make-versus-buy decisions
  • Define procurement sequencing based on manufacturing sequence, installation timelines, shop capacity, and project critical path milestones

  • Proactively identify material bottlenecks and implement mitigation strategies

  • Strengthen procurement policies, workflows, and internal controls

  • Monitor supplier performance across cost, quality, and delivery metrics

  • Lead and mentor Procurement Specialists and Buyers

  • Identify, qualify, and onboard suppliers and subcontractors across mechanical, electrical, fabrication, and specialty rail categories

  • Negotiate pricing, payment terms, warranties, escalation clauses, and delivery schedules

  • Reduce dependency on sole-source suppliers and implement contingency strategies

  • Implement structured procurement workflows, approval thresholds, and purchasing controls

  • Ensure proper documentation, compliance, and audit readiness

  • Support ERP and system integration for procurement tracking and reporting

  • Develop procurement KPIs and performance dashboards

  • Contribute to continuous improvement initiatives across supply chain and operations

This role requires strong commercial judgment, structured thinking, and the ability to operate confidently in negotiations while supporting a fast-paced engineering environment.

Required qualifications
  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field.
  • 10+ years of progressive experience in procurement, sourcing, or supply chain management.
  • Experience in rail, heavy manufacturing, infrastructure, construction, or regulated industrial environments preferred.
  • Proven track record negotiating complex, high-value contracts.
  • Experience supporting project-based or engineering-driven organizations.
  • Strong financial literacy and cost analysis capability.
  • Experience with ERP or procurement systems.
  • Bilingualism (English/French) is an asset.

Working Conditions

  • Full-time (40 hours/week), Monday to Friday.
  • On-site presence at the CRWS Montréal office.
  • Occasional travel to supplier facilities and manufacturing sites.
  • Flexibility required to support negotiation cycles and project deadlines typical of the rail industry
